I like your concept of using very adsorbent cotton fibers, and one of the textile researchers here in Lubbock, TX already proved a related application of cotton fibers for environmental remediation - namely the absorption of oil film off water such as the Deep Water Horizon incident. Has anyone applied selectivity of membrane materials to recover the water, and re-concentrate the dye for its recovery (and potential re-use)? Textile and other dying is not my forte', but I am pretty familiar with membrane recovery techniques, or for water purification. One technique that should not be overlooked is forward osmosis (FO) as compared to reverse osmosis (RO). FO has been utilized on such varied streams to treat as mine leachate, processed sewage final treatment for reuse, among others. There is even an application of FO where the draw solution is a sugary concentrate (glucose solution for example), and the resulting product of puddle water is drinkable survival beverage.
