There is really no argument here.  The trick is finding a way to have effective, clean protection of the metal for systems (such as power generation units, HRSG, condenser, oil cooler, etc.) that are dispatched for short operating tags, and not base loaded 24 hours per day, 7 days per week.  For cooling systems, especially open-cycle cooling (cooling tower systems) the importance of maintaining a consistent, controlled residual of an oxidizing biocide cannot be overstated nor overestimated. Outage inspections are key to assessing the health of a system, and the use of corrosion monitoring equipment may be useful (although one has to consider the effect of stagnation time on coupons or probes, along with the effects of debris sticking to probes). Monitoring the heat exchange efficiency of a condenser is another valuable tool, and only requires a bit of time to set up the model of new surface area and flow of the heat exchanger, along with manufacturer's data on the heat transfer coefficient of the material employed.  Having the U coefficient for today's operations can be a good indicator of system health.
